Postion Overview

Job Title: Assistant County Engineer

Reports To: County Engineer

Primary Objective: To support the County Engineer in the comprehensive management of the county’s road, drainage, and bridge infrastructure, encompassing project analysis, construction oversight, regulatory compliance, operational efficiency, and the review of development and infrastructure plans. This role actively contributes to the successful planning, development, and maintenance of a safe and effective transportation network and ensures responsible growth within Coffee County.

Key Responsibilities:

  • Infrastructure Analysis for Future Projects: Aid the County Engineer in the in-depth analysis of existing roadway, drainage, and bridge infrastructure to identify needs, assess conditions, and inform the planning and prioritization of future capital improvement projects.
  • Project Management of Active Construction: Conduct project management activities for infrastructure projects currently under construction, ensuring adherence to plans, specifications, budgets, and timelines. This includes coordinating with contractors, resolving issues, and monitoring progress.
  • Construction Inspection and Data Collection: Work collaboratively with the Engineering Operations Manager to ensure thorough inspection of construction projects and the accurate collection of all required data, including data mandated by ALDOT standards and regulations.
  • Grant Application Assistance: Assist the County Engineer in the preparation, documentation, and submission of grant applications to secure funding for transportation infrastructure projects from local, state, and federal sources.
  • Project Scoping Support: Collaborate with the County Engineer in the initial scoping phase of new projects, contributing to the definition of project objectives, needs assessments, and preliminary design considerations.
  • Work Order Closeout and Inspection: Ensure the proper closeout of Highway Department work orders, including conducting onsite inspections of completed work to verify quality and adherence to standards before finalization.
  • Budgeting and Procurement Support: Assist the County Engineer with the development and management of budgets for both the Engineering and Highway Departments. This includes participating in the procurement process for materials, equipment, and services.
  • New Hire Training and Development: Develop and conduct comprehensive training programs for new Highway Department hires, covering essential topics such as flagging procedures, safety protocols, and equipment familiarization and walk-throughs.
  • Strategic Plan Implementation: Actively strive to achieve the goals and objectives outlined in the Department’s Strategic Plan, contributing to the overall vision and direction of the Highway Department.
  • Engineering Design and Technical Support: Provide engineering design expertise and technical support for various infrastructure projects, including the preparation of plans, specifications, and cost estimates.
  • Regulatory Compliance: Assist in ensuring that all engineering and construction activities comply with relevant local, state, and federal regulations and standards.
  • Communication and Coordination: Maintain effective communication and coordination with internal departments, external agencies, contractors, consultants, developers, and the public on project-related matters.
  • Subdivision Plan Review: Review subdivision plans for compliance with Coffee County Commissions Subdivision Regulations, engineering standards, and best practices, focusing on roadway design, drainage, stormwater management, and other infrastructure elements. Provide comments and communication with the Developer and/or Developer’s representative.
  • County Infrastructure Project Plan Review: Review engineering plans and specifications for county-led infrastructure projects to ensure technical accuracy, constructability, and adherence to project goals and budgetary constraints.
  • Enhancing County Culture: Strive to conduct themselves in a professional, respectful, and collaborative manner that enhances the County culture of Coffee County.
  • After-Hours Availability: Be available to be reached on nights and weekends as needed for critical issues and communications, utilizing and carrying the assigned county-provided phone.

Required Qualifications:

  • Bachelor’s Degree in Civil Engineering from an Alabama Licensure for Professional Engineers Board approved
  • Two (2) years minimum experience in highway and bridge design, construction, or
  • Licensed as a Professional Engineer in Alabama, or ability to obtain within 6
  • Advanced knowledge of civil engineering principles related to highways and
  • Knowledge of complex mathematical
  • Knowledge of proper design and construction
