The Comptroller oversees all financial functions of the County, including general accounting, payroll, accounts payable and receivable, procurement, grants, and investments. Responsibilities include developing and implementing financial strategies and policies that ensure the County’s long-term fiscal health, leading the preparation and administration of the annual budget in coordination with department heads and the County Administrator, and preparing accurate, timely, and transparent financial reports, including the Comprehensive Annual Financial Report (CAFR). The Comptroller directs the annual external audit process, manages relationships with auditors, and ensures all financial activities comply with GASB standards and applicable laws. Additional duties include analyzing financial trends and forecasts to guide executive decision-making, monitoring cash flow, managing debt, overseeing investment strategies, participating in contract negotiations, and serving as the point of contact for state and federal grant funding, including required reporting and reimbursement documentation. The Comptroller also promotes staff development, fosters professional excellence within the finance department, and ensures proper records management in accordance with County policies and retention schedules.
